Through a combination of theoretical conceptualisation, analysis of policy documents and practitioner interviews, they identify three distinct strategies for inclusion with their attendant framings for the included of 'open', 'closed', and 'relational.' They argue in particular for the latter as the best able recognise the power relations from which difference emerges in the construction of an inherently 'agonistic peace.'
